Spanish Fork City Transferable Development Rights

Psomas and Zion’s Bank worked closely with the Spanish Fork City Council, Planning Commission, City Staff, property owners, and developers to obtain their vision for the River Bottoms area. Utilizing the feedback from the visioning process, we established several potential scenarios for preserving the agricultural land and sensitive lands located in the river bottoms. These development scenarios needed to preserve open space and agricultural land within the study area, while allowing property owners to obtain the same value for their  property as would land owners outside of the River Bottoms. We analyzed and ranked the proposed development scenarios with the City and came to the conclusion of a Transfer of Development Rights Program would best to meet the goals of the City’s vision and the needs of the property owners.
