Local agencies are required by the Regional Water Quality Control Board to comply with complex Clean Water program regulations including annual permits. Contra Costa and Alameda Counties, with over 40 jurisdictions, joined forces to use GIS to improve information consistency and help local jurisdictions comply with the regulatory requirements.
The GIS framework helps to manage common data and applications across the 40 agencies, while achieving consistency with regulatory requirements, staff training, process updates, and reporting. It is designed for and used by staff who are experts in storm water compliance but not necessarily experts with GIS technology.
