Keeping Pedestrians and Bicyclists Safe

Avenue R is a four-lane arterial with limited sidewalks and inadequate bike lanes, which has resulted in several collisions with pedestrians and bicyclists. The City of Palmdale wants a “Complete Streets” approach along Avenue R, from Sierra Highway to 25th Street East, to accommodate all modes of transportation.

Psomas is providing environmental clearance and construction documents to widen the road to five lanes, which will provide a safer roadway for all users. The lanes will include two in each direction with a center two-way left-turn lane to provide “refuge” for left turning cars and bicycles at mid-block. The project includes gap closures, bus turnouts, and Class II bike lanes. Psomas is preparing a full range of technical studies (NES, DRIS, CIA memo) in support of the expedited IS/EA. Through close coordination with Caltrans and support from the City, we were able to shave six months off the delivery schedule for the environmental document, aiding the city in receiving federal funding for the design, right of way, and construction.
