The City of Placerville selected Psomas to serve as Program Manager and provide the planning, permitting, design and construction management services for improvements to the 2.3 MGD Hangtown Creek Water Reclamation Facility. Located in the Sierra Mountain foothills, the facility discharges tertiary treated effluent from the treatment plant to the adjacent Hangtown Creek.

The $20-million improvements were required to comply with new waste discharge requirements (including new effluent and receiving water temperature limits), a cease and desist order, U.S. EPA municipal sludge treatment requirements, and to address safety issues. Facilities included:

  • Maintenance building
  • New headworks
  • Nutrient removal facilities
  • Upgraded disinfection facilities
  • Gravity filtration facilities
  • Solids handling and treatment facilities
  • Effluent cooling facilities
